There is general agreement that reform of the House of Lords is urgently needed – but little consensus on what the reforms should be, or even on the Lords’ purpose. So what should be the role of the second chamber? And in terms of reform, what is both desirable and achievable?
Speaker Frances Crook is Co-convenor of the independent Commission on Political Power, which has been considering these questions. Frances was chief executive of the Howard League for Penal Reform until 2021, and was recently awarded the prestigious Stockholm Prize for Criminology for her work in reducing the arrest and imprisonment of children. She has also been an elected councillor,
non-executive NHS director and university governor.
